Add the same prefix and/or suffix to every line of text. It is useful for bullets, quotes, simple code fragments or any repetitive wrapper text.

Adding quote characters as a prefix or suffix does not search and replace matching characters inside the line. The original line remains the middle portion.
Empty lines are not removed automatically. That keeps the same line structure, but it also means wrapper text can appear on an otherwise empty line.
You can wrap each line in quotes or append commas for a quick intermediate format. The tool does not validate a programming language, so check the final syntax in the target context.
