Define the allowed scope before building CORS headers

CORS controls which browser origins may access a resource. An overly broad Access-Control-Allow-Origin can expose endpoints to unintended sites. When cookies or Authorization are involved, check credentials behavior as well, and avoid carrying permissive development settings into production.
